Charles Douglass and his wife Laura purchased a forty-acre tract of land on Chesapeake Bay. The land featured both beachfront and inland properties. The two developed the land into a summer retreat for family and friends. The retreat quickly became the summer home/gathering place for many of the peers. The sometimes residents included people like writers such as Langston Hughes and W.E.B. Dubois, and other prominent African-American figures like Harriet Tubman and D.C. municipal Court Judge Paul Robeson. It quickly became the first African-American municipality in the state. The community was officially incorporated in 1922. Though it began as a resort community, today, it is home to several permanent residents but to this day they have resisted the encroachment of commercial establishments.

The town is home to the Frederick Douglass Museum and Cultural Center. It is also home to the Douglass Summer House, which was added to the National Register of Historic Places in 1992. Homes for sale are mostly medium to large residential real estate with 3-7 bedrooms and 1-4 bathrooms. The majority of homes in the community were built between 1970-1999.
